Here's a bit of information I received about the NB moose draw. This was their response to me when I inquired about how fair the draw was.

This is in response to your e-mail received on April 29, 2010, in which you express your concerns with the New Brunswick Annual Resident Moose Draw.
Every year, thousands of New Brunswickers apply for the privilege of obtaining a moose hunting licence. This year, there were 60,764 applications received for the 3411 available licences. With these figures, it is certainly possible for an individual to apply consistently over the years, and not be successful in the draw.
In 2006-07, the Department of Natural Resources, in consultation with the hunting organizations in the province, re-examined ways to improve our moose licence draw system. The objective was to offer enhanced opportunities for residents who have been unsuccessful in the draw. Several options were examined prior to the final decision of implementing a new pooling system.
The following will provide you with an explanation of the current process.
Pool A consists of applicants who applied without success in the last 12 or more years.
Pool B contains applicants who have applied without success between 5 and 11 times.
Pool C consists of recently successful applicants, new applicants and infrequent applicants who have applied without success less than 5 times.
The percent chance of being drawn in pool A has been increased over pools B and C in order to allow for more licences from the quota to be made available to those in the higher pools. It may be perceived by some that the same people are being drawn year after year but we can assure you that our annual reporting indicates that this is not the case. Although the revised system allows for an increased chance of being drawn for applicants that fall into the pools A and B, the system is however derived on a draw process. The imbalance between the supply of licences and the demand for licences results in a large number of unsatisfied applicants each year. Therefore, the Department incurs many challenges with regard to our moose licence draw to ensure that fairness is maintained and that we satisfy the expectations of applicants.
A review of moose hunter applications during the last six years (2003-
2008) revealed the following:
• 99,261 different individuals have applied at least once during the
six (6) year period.
Of these draw applicants:
• 15,783 different residents were successfully drawn once;
• 1,154 different residents were drawn two (2) times;
• 51 residents were drawn three (3) times; and
• 1 residents have been drawn four (4) times.
Nine thousand eight hundred and thirty six (9,836) designated partners
have accompanied successful draw applicants on their moose hunts
during the past four (4) years.
